Package Manager


The Package Manager (PKM) is a pivotal role responsible for managing and delivering assigned packages in alignment with project requirements, ensuring on-time delivery, adherence to budget, and the highest standards of quality and safety. The PKM acts as the central point of accountability and coordination, interfacing with suppliers and multidisciplinary project teams to address technical, contractual, and operational challenges. This role provides an exciting career path for individuals with backgrounds in: Package Buyer Project Inspection Coordinator Expeditor Package Engineer Future career opportunities for this role include positions such as: Project Procurement Manager Category Manager Vendor Manager Operability and start up Engineer Construction Engineer Commissioning Engineer Project Engineer Key Responsibilities: At RFQ Stage: Compile lessons learned from prior projects and align them with package requirements by organizing multidisciplinary review meetings. Develop a package execution strategy by leveraging Global Frame Agreements, evaluating lessons learned, and analyzing current market conditions to ensure successful execution. Understand the package’s technical challenges and collaborate closely with the Package Engineer (PKE). Support RFQ preparation, participate in bid clarifications (technical and commercial), and agree on recommendations for purchase. Post PO Award Stage: Finalize the package execution strategy and ensure alignment with the Project Management Team. Define and align package health-check gates with suppliers and internal support teams. Serve as the primary point of contact for suppliers during package execution, managing interfaces between engineering, suppliers, and clients. Ensure suppliers understand project priorities, managing and controlling critical activities. Oversee quality controls throughout the supplier manufacturing process, as defined. Monitor supplier document submissions, ensuring timely review and approval by relevant parties. Conduct regular contractual reviews and support the Project Buyer in mitigating contractual risk exposures. Address any observed breaches of contract proactively, align on mitigating plans, and resolve issues collaboratively with suppliers. Provide progress updates on packages to the Project Procurement Manager throughout execution. Conduct root cause analyses for any Cost of Non-Conformance/Quality issues and share findings with the Strategic Sourcing team. Continuously evaluate supplier performance, providing feedback to the Strategic Sourcing team to drive improvements. Compile inputs from all stakeholders to perform an overall package rating of suppliers. Facilitate handover of completed packages to the Completion Team, organizing sessions to address Outstanding Work Lists (OWL) and Site Observation Reports (SOR) with suppliers. Support Construction, Integration, and Commissioning phases of the project as required. Ensure timely close-out of all package-related activities. Additional Responsibilities: Participate in brainstorming sessions with the Strategic Sourcing Team to develop package standardization and optimization plans. Evaluate supplier capabilities and performance, recommending improvements to the Strategic Sourcing Team. Promote continuous improvement by sharing best practices and lessons learned from package management. Qualifications: A bachelor’s degree in engineering or business, or a minimum of four (4) years of relevant technical procurement experience, with a proven track record in managing packages/categories, preferably in the Oil & Gas industry. Experience in package engineering, manufacturing, integration, inspection and testing, and commissioning is highly recommended. Strong planning and organizational skills with a focus on managing demanding deadlines. Proven experience managing relationships with internal stakeholders and vendors. Demonstrated ability to effectively control and minimize non-quality costs associated with assigned packages. Track record of ensuring zero open Outstanding Work Lists (OWL) and Site Observation Reports (SOR) at package close-out. Ability to deliver on-time and within-budget packages, with timely approval of critical procurement and key design documents.
