Ground Station and Mission Control System Operations Engineer (25-22-002)


We are looking for an Operation Engineer to support our client ESTEC. You will join the Secure Connectivity Ground Segment & Operations Office IRIS2, and support the Integrated Constellation Operations and Ground Control Segment Service. The position requires familiarisation with both the space and ground segment and all their respective sub-systems. It also requires familiarisation with general training schemes and methods. Background: The ESA Programme, known as “Secure Connectivity” or IRIS2, supports the development and validation of the EU's secure connectivity infrastructure and its services. Operations are industry-led, focusing heavily on automation. The Ground Control Segment is part of the ground segment and consists primarily of the Satellite Constellation Control Center (S3C) and remote sites, such as TT&C sites, which are responsible for distributing the TT&C. Your main interfaces will be the IRIS2 Ground Segment Office team members, and in particular: - Ground Segment System Engineers - Mission Ground Segment Engineers (in charge of the mission control center) - the Secure Connectivity Security Office CSC-IX for accreditation and security matters related to the control segment - the industrial consortium in charge of designing, implementing and validating the S3C as well as the rest of the infrastructure for the distribution of the TTC (remote sites) - the Operations Engineers The general activities supported by this service are: - liaise with Industry for the technical requirements life cycle applicable to the Satellite Constellation Control Center, including functional, performance, operational, service and security requirements, as well as their breakdown at lower levels; - ensuring the development of the Operational Concept related to the Constellation Ground Control segment and contribute to maintain alignment of the CONOPS with the ground segment throughout the development, integration, and deployment of the latter; - liaise with Industry for the validation of the Operational Concept related to the Constellation Ground Control segment, including security and Business continuity - ensuring, together with industry, that the main building blocks of the S3C (simulator, mission planning system, flight dynamic system, platforms M&C) answer to the Operational Concept and to the mission and system requirements - ensuring the main building blocks related to the distribution of the TT&C to the remote sites (excl. communications lines) in alignment with the Operational Concept - ensuring the development, integration, and verification the S3C by anticipating and building the evidence of the qualification of the S3C; - monitoring of relevant schedules in a proactive manner, - identifying risk and problem areas in the ground segment, - supporting risks and problem areas in the System Office, - providing risk assessments and proposing mitigation actions from industry and on the ESA side; - ensuring end-to-end technical consistency with the Operational Concept of all procurement activities at S3C level, as well as security engineering activities in liaison with the Security Office. Essential qualifications and experience: - University degree or equivalent education in Computer Science, Electronic Engineering, Aerospace Engineering or Telecommunications Engineering - Experience in the definition and implementation of Operational Concept for large systems - Experience in the procurement, integration, and operations of Ground Segments - Experience in system engineering, ideally in the domain of SATCOMs - Ability to manage requirements of large space programmes or projects, including breakdown of requirements, tracing of requirements at different levels, changing requirements. - Experience in the management and monitoring of industrial activities, including negotiations, as well as management of technical reviews. - Ability to work independently and as a member of a team - Ability to meet tight deadlines - Ability to multi-task and work in a flexible way - Good Communication skills - Fluent in the English language Other desirable qualifications and experience: ● Experience in managing risks and related associated schedules ● Experience dealing with external interfaces, e.g. Project, Industry ● Fluent in the Spanish language Work Location: Noordwijk, the Netherlands Work Permit Applicants must be EU citizens or have a valid work and residence permit for the above- mentioned work location.
